MITCHELL COUNTY

The Mitchell County Board of Commissioners met in special session on March 18, 2008 at 8:30 a.m. in the Commissioner’s Conference Room, Administration Building, Bakersville, NC. Those present for the meeting were Lisa Sparks, Chair; Patrick Phillips, Member; Jim Saylor, Member; Charles Vines, County Manager and Kathy Young, Clerk to the Board. Commissioners Byrd and Hensley were absent from the meeting. Also present were Hal Harrison, County Attorney; Mavis Parsley, Finance Officer; Jonathan Robbins, Reporter with the Mitchell News-Journal; Richard Canipe, Town Manager of Spruce Pine and Jack Dobson, EDC Director.

  1. CALL TO ORDER – Chairman Sparks called the meeting to order at 8:30 a.m.

  2. INVOCATION – County Manager Vines gave the invocation.

  3. PUBLIC HEARING – Chairman Sparks called the Public Hearing to order at
    8:38 a.m.  She stated the purpose of the public hearing was to receive public comments on Mitchell County awarding the Mitchell County Development Foundation, Inc. a grant in the amount of $450,000.

    No public or written comments were received.

    Commissioner Phillips moved to close the Public Hearing.  Commissioner Saylor seconded the motion and it carried unanimously.

    The Public Hearing closed at 8:40 p.m.

    Commissioner Saylor moved to award the Mitchell County Development Foundation a grant in the amount of $450,000 with a repayment on a fifteen- year amortization schedule payable over forty-eight months with interest at five percent per annum with a balloon payment of the remaining balance after forty-eight months.  Commissioner Phillips seconded the motion and it carried unanimously.

    Commissioner Saylor moved to adjourn the meeting.  Commissioner Phillips seconded the motion and it carried unanimously.

    The meeting adjourned at 8:45 a.m.
