The Mitchell County Board of Commissioners met in Regular Session on January 5, 2012 at 8:00 a.m. in the Keith Holtsclaw Conference Room, Blue Ridge Hospital in Spruce Pine, NC. Those present for the meeting were: Bill Slagle, Chairman; Joe Street; Vice-Chairman, Ken Hollifield, Member; Keith Holtsclaw, Member; Lee Roy Ledford, Member; Charles Vines, County Manager and Kathy Young, Clerk to the Board. Also present were: Hal Harrison County Attorney; and Corey Hoilman Reporter with the Mitchell-News Journal.

  1. CALL TO ORDER - Chairman Slagle called the meeting to order at 8:00 a.m.

  2. INVOCATION - County Attorney Harrison gave the invocation.

  3. PLEDGE OF ALLEGIANCE - County Manager Vines lead the Pledge of Allegiance.

  4. ADDITTIONS OR CHANGES TO THE AGENDA - None.

  5. ADOPTION OF AGENDA - Commissioner Holtsclaw moved to adopt the agenda. Commissioner Hollifield seconded the motion and it carried unanimously.

  6. PUBLIC HEARING

    1. Mitchell County Community Transportation Program Application - Chairman Slagle called the public hearing to order at 8:04 a.m. He stated the purpose of the public hearing was to receive public comments on the FY 2012-2013 Community Transportation Program Application.

      Sheila Grindstaff, MCTA Director told the Board her application was pretty much the same as last year with the exception of requesting an LTD in her capital outlay. She stated that Mitchell County allocates 15% of her administration budget and 10% of her capital outlay budget.

      No public comments were received.

      Chairman Slagle closed the public hearing at 8:07 p.m.

  7. PUBLIC COMMENTS - None

  8. ITEMS FOR DISCUSSION

  9. NC Department of Transportation Targeted Transit Assistance Program - Shelia Grindstaff, MCTA Director told the Board the goal of these funds is to provide transportation services that meet the special needs of elderly persons and persons with disabilities for who mass transportation services are unavailable, insufficient or inappropriate. These funds may be used for the purchase of vehicles and related capital equipment and for operating costs. The Federal share of eligible capital costs may not exceed eighty (80) percent of the net cost of the activity unless the capital cost is an ADA vehicle and the Federal share cannot exceed eighty-three (83) percent. The Federal share of eligible operating costs may not exceed fifty (50) percent of the net cost.

    Commissioner Ledford asked where the local match would come from. MCTA Director Grindstaff stated that it would come from fares. Commissioner Ledford asked if this would be new revenue or would it actual be a loss of current revenue. She stated that it would be new revenue.

    Commissioner Ledford moved to allow Mitchell County to apply for the NC Department of Transportation Targeted Transit Assistance Program funds. Commissioner Hollifield seconded the motion and it carried unanimously.

      Commissioner Street moved to approve the Consent Agenda (a copy of the Consent Agenda Items are hereby attached and become a part of the minutes). Commissioner Holtsclaw seconded the motion and it carried unanimously.

  11. COUNTY MANAGER’S REPORT County Manger Vines informed the Board that the Second Notices would be going out on February 1st and the collection rate for December was 77.16% compared to 74.2% last year.

  12. BOARD COMMENTS - None

  13. ADJOURNMENT - Commissioner Street moved to adjourn the meeting. Commissioner Ledford seconded the motion and it carried unanimously.

    The meeting adjourned at 8:12 a.m.
