NORTH CAROLINA
MITCHELL COUNTY

The Mitchell County Board of Commissioners met in Regular Session on October 1, 2012 at 6:00 p.m. in the Commissioner’s Conference Room, Administration Building, Bakersville, NC. Those present for the meeting were: Bill Slagle, Chairman; Joe Street, Vice-Chairman; Ken Hollifield, Member; Keith Holtsclaw, Member; Lee Roy Ledford, Member; Charles Vines, County Manager and Kathy Young, Clerk to the Board. Also present were: Mavis Parsley, Finance Officer; Hal Harrison, County Attorney and Corey Hoilman Reporter with the Mitchell-News Journal.

  1. CALL TO ORDER – Chairman Slagle called the meeting to order at 6:00 p.m.

  2. INVOCATION – Commissioner Hollifield gave the invocation.

  3. PLEDGE OF ALLEGIANCE – Commissioner Ledford led the Pledge of Allegiance.

  4. ADDITTIONS OR CHANGES TO THE AGENDA - None

  5. ADOPTION OF AGENDA – Commissioner Hollifield moved to approve the agenda. Commissioner Street seconded the motion and it carried unanimously.

  6. APPROVAL OF MINUTES – Commissioner Ledford moved to approve the Minutes for September 4, 2012. Commissioner Hollifield seconded the motion and it carried unanimously.

  7. PUBLIC COMMENTS – Wyly Walker provided the Board with his opinion of the NCACC Conference he attended.

  8. ITEMS FOR DISCUSSION

    1. Tax Appeals

      1. Dean Campbell – Commissioner Street moved to deny Mr. Campbell’s request (a copy is hereby attached and becomes a part of the minutes). Commissioner Hollifield seconded the motion and it carried unanimously.

      2. Richard Sullins – Commissioner Street moved to deny Mr. Sullins request (a copy is hereby attached and becomes a part of the minutes). Commissioner Hollifield seconded the motion and it carried unanimously.

      3. Carol Roland – Commissioner Ledford moved to waive the penalty in the amount of $688.77 for this Discovery Bill. Commissioner Hollifield seconded the motion and it carried unanimously.

    2. Sale of Property – Commissioner Hollifield moved to advertise the property for sale with a minimum bid to cover the taxes and any other incurred expenses (a copy is here by attached and becomes part of the minutes). Commissioner Ledford seconded the motion and it carried unanimously.

  9. CONSENT AGENDA

    1. JCPC 2012-2013 County Funding Allocation

    2. JCPS Certification for FY 2012-2013

    3. 2012 Joint Resolution

    4. Western Highlands Area Authority’s Fiscal Monitoring Report for FY 2012 Fourth Quarter ending 06-30-12

    5. Refund/Releases/Discoveries

      Commissioner Street moved to approve the Consent Agenda (a copy of the Consent Agenda Items are hereby attached and become a part of the minutes). Commissioner Ledford seconded the motion and it carried unanimously.

  10. COUNTY MANAGER’S REPORT – County Manager Vines reminded the Board of the meeting at Mayland Community College. He provided them with an update on the Broad Band Initiative and informed them Commissioner Holtsclaw had been appointed to NACo Health Steering Committee.

  11. BOARD COMMENTS – Commissioner Street stated he had been asked by the Chairman of the Buladean Committee to clear up the fact that the Mitchell County Board of Commissioners had nothing to do with the closing of Tipton Hill and Buladean schools. The Mitchell County Board of Education and their Superintendent made the decision to close those schools.

    Commissioner Ledford stated the Board might have to revisit the decision on the Board obtaining ownership of the schools.

    Commissioner Holtsclaw stated County Manager Vines had been appointed to the Clean Water Management Trust Board.

    Chairman Slagle encouraged everyone to visit the TRACTOR facility for local produce for sale.

  12. ADJOURNMENT – Commissioner Hollifield moved to adjourn the meeting.

    Commissioner Street seconded the motion and it carried unanimously.

    The meeting adjourned at 6:35 p.m.
