MITCHELL COUNTY

The Mitchell County Board of Commissioners met in Special Session on May 10, 2013, at 3:30 p.m. in the Commissioner's Conference Room, Administration Building, Bakersville, NC.  Those present for the meeting were: Joe Street, Vice-Chairman; Keith Holtsclaw, Member; Rickey McKinney, Member; Charles Vines, County Manager and Kathy Young, Clerk to the Board. Commissioner Hollifield and Chairman Slagle were absent from the meeting. Also present were: Corey Hoilman Reporter with the Mitchell-News Journal.

  1. CALL TO ORDER –  Vice -Chairman Street called the meeting to order at 3:30 p.m.

  2. INVOCATION – Commissioner Holtsclaw gave the invocation.

  3. CONFLICT OF INTEREST  - None.

  4. APPROVAL OF BOARD OF EQUALIZATION AND REVIEW MINUTES
    Commissioner Holtsclaw moved to approve the Board of E&R Minutes for April 4, 2013 and April 11, 2013 (a copy is hereby attached and becomes a part of the minutes).  Commissioner McKinney seconded the motion and it carried unanimously.

  5. REPORTS/PRESENTATIONS

  6. Submission of Fiscal Year 2013-2014 Budget – County Manager Vines gave the following budget message.
     
    In accordance with North Carolina General Statute ¤159-11 and with direction from the Mitchell County Board of Commissioners, I respectfully submit the proposed budget for the Fiscal Year 2013-2014 for Mitchell County.  The proposed budget totals $17,938,480 for all county operations, capital improvements and debt service requirements.  This budget reflects a .99% increase from the current 2012-2013 amended budget of $17,731,772 as of March 4, 2013.  The proposed budget is balanced and prepared in accordance with the Local Government Budget and Fiscal Control Act.
     
    The proposed 2013-2014 budget is balanced with a tax rate of $.40 per $100 based on current value of real property valuation of $1,814,728,750.  The revenue is based on a tax collection rate of 94.39% as of June 30, 2012.
     
    The proposed budget is balanced with a Fund Balance Restriction of $706,946, which includes contingencies for EDC industry Recruitment Reserve of $448,500 and the Mental Health Reserve of $258,446; as well as a Fund Balance Appropriation of $738,879 for general operations.  This appropriation of fund balance is necessary to balance the budget for 2013-2014 due to the slight revenue growth projected for the year.
     
    I would like to thank every department head for their assistance in the preparation of this year's budget.  Thanks Mavis for all your hard work, support and dedication you have given me this past year and in the preparation of the budget documents for Fiscal Year 2013-2014.
     
    The County Staff and I will continue to do our part in keeping cost down.  I would also like to thank our Board of Commissioners for their commitment to the citizens of Mitchell County and the continued support over the fiscal concerns of our county.

  7. ADJOURNMENT – Commissioner McKinney moved to adjourn the meeting.

    Commissioner Holtsclaw seconded the motion and it carried unanimously.

    The meeting adjourned at 3:38 p.m.
