NORTH CAROLINA

MITCHELL COUNTY

The Mitchell County Board of Commissioners met in Special Session on January 21, 2014, at 5:00 p.m. in the Commissioner’s Conference Room, Administration Building, Bakersville, NC.  Those present for the meeting were: Bill Slagle, Chairman; Joe Street, Vice-Chairman; Keith Holtsclaw, Member; Ken Hollifield, Member; Rickey McKinney, Member; Charles Vines, County Manager and Kathy Young, Clerk to the Board.  Also present were:  Andy Mendhenk, Reporter with the Mitchell-News Journal.

  1. CALL TO ORDER – Commissioner Slagle called the meeting to order at 5:00 p.m.

  2. INVOCATION – County Manager Vines gave the invocation.

  3. PLEDGE OF ALLEGIANCE – Commissioner Holtsclaw led the Pledge of Allegiance.

  4. ETHICS AWARNESS AND CONFLICT OF INTEREST REMINDER:  
    In accordance with the State Government Ethics Act, it is the duty of every Board member to avoid both conflicts of interest and appearance of conflict. Does any board member have any known conflicts of interest or appearances of conflict with respect to any matters coming before the Board?  If so, please identify the conflict or appearance of conflict and refrain from any undue participation in the particular matter involved.

  5. PUBLIC HEARINGS

    • PARTF Grant Application – Chairman Slagle called the public hearing to order at 5:01 p.m.  He stated the purpose of the public hearing was to receive public comments on Mitchell County applying for a PARTF Grant in the amount of $106,800.  Starli McDowell stated that the Mitchell County Greenway Plan would be a long range plan that would take ten to fifteen years to complete.  She said the plan had been presented to the Mitchell County Recreation Advisory Board last week.  Ms. McDowell stated the first phase would be the Over the Mountain Victory Trail to Carters Ridge to Greenlee School.

      No public or written comments were received.

      Chairman Slagle closed the public hearing at 5:07 p.m.

      Commissioner Street moved to approve the PARTF Grant Application. 

      Commissioner Hollifield seconded the motion and it carried unanimously.

  6. ITEMS FOR DISCUSSION

    • Resolution Requesting the NCDOT to Cease the Use of Liquid Materials for Snow Removal on the Roads of Mitchell County– Roger Wilson and Jim Saylor provided the Board with pictures and information regarding the damage the use of the salt brine was doing to vehicles.

      Chairman Slagle stated that DOT had only used the salt brine six times over the last three years.

      Commissioner Holtsclaw requested that health problems be removed from the proposed resolution.  Commissioner Street moved to approve the Resolution Requesting the NCDOT to cease the Use of Liquid Materials for Snow Removal on the Roads of Mitchell County with the removal of health problems (a copy is hereby attached and becomes a part of the minutes).  Commissioner McKinney seconded the motion and it carried unanimously.

  7. ADJOURNMENT – Commissioner Hollifield moved to adjourn the meeting. 

    Commissioner McKinney seconded the motion and it carried unanimously.

    The meeting adjourned at 5:20 p.m.
