NORTH CAROLINA

MITCHELL COUNTY

The Mitchell County Board of Commissioners met in Special Session on April 28, 2014, at 8:00 a.m. in the Commissioner’s Conference Room, Administration Building, Bakersville, NC. Those present for the meeting were: Bill Slagle, Chairman; Joe Street, Vice-Chairman; Keith Holtsclaw, Member; Ken Hollifield, Member; Rickey McKinney, Member; Charles Vines, County Manager and Kathy Young, Clerk to the Board. Also present were:  Andy Mendhenk, Reporter with the Mitchell-News Journal.

  1. CALL TO ORDER – Commissioner Slagle called the meeting to order at 8:00 a.m.

  2. INVOCATION – Commissioner Street gave the invocation.

  3. BOARD OF EQUALIZATION AND REVIEW – Clerk to the Board Young provided
    the Board with a copy of the NC Department of Revenue’s Member’s Handbook for Boards of Equalization and Review.  County Attorney Hise reviewed the section on Avoiding Conflict of Interest with the Board and ask them to excuse themselves in the event of a conflict.  He emphasized the section on What Should not be Considered in the Board of Equalization and Review such as “they just can’t afford to pay a more taxes” this is not a reason to change someone’s value.  A copy of the Member’s Handbook is hereby attached and becomes a part of the minutes.

    May 19, 2014

    9:00 a.m.-Noon: Keith Holtsclaw, Ken Hollifield & Bill Slagle

    1:00-5:00 p.m.: Rickey McKinney, Bill Slagle & Ken Hollifield

    May 20, 2014

    9:00 a.m.-Noon: Joe Street, Keith Holtsclaw & Rickey McKinney

    1:00-5:00 p.m.: Joe Street Keith Holtsclaw & Rickey McKinney

    May 21, 2014 9:00 a.m.-Noon: Joe Street, Bill Slagle & Rickey McKinney

  4. DESIGNATION OF LEAD AGENCY – Commissioner Hollifield moved to appoint the Mitchell County Senior Citizens Center as the Lead Agency for Senior Services in Mitchell County. Commissioner Street seconded the motion and it carried.

  5. APPOINTMENT TO THE H&CCBD ADVISORY COMMITTEE – Commissioner Hollifield moved to approve the H&CCBD Advisory Committee (a copy of the Committee is hereby attached and becomes a part of the minutes).  Commissioner Street seconded the motion and it carried unanimously.

  6. ADJOURNMENT
