The Mitchell County Board of Commissioners held a Planning Session at 9:00am on March 4, 2005.  Those in attendance were

Invocation – Vice-Chairman Ken Hollifield gave the invocation.

Tax Office

Tax Collector – Brian Garland

  1. Pay grade and title change for Davenia Tipton and Barbie Hollifield approved by Ryan Whitson prior to his departure.

  1. Burster within the next two years (the cost will be split between assessing and collections).

  1. Resolution regarding collecting taxes on mobile homes.

  1. Resolution to levy personal property for tax collection.

  1. Amendment of a current resolution regarding collecting taxes at the time deeds is registered.

Tax Assessor – Darlene Gardner

  1. 4-Wheel Drive Vehicle

  1. Dot Matrix Printer for listing forms and bills (this item will be used for the assessor’s office and the collections office)

  1. Full-time position in Assessor’s Office within the next three years

  1. Classes for Pro-Val

Tax Mapping – Dennis Robinson

  1. Digitizing Tablet

Elections Office

  1. Staff change – Nora Nell will be retiring effective June 30, 2005.  Their board has approved Jennifer as the new director.

  1. Four weeks of training is required for the new director

  1. Voting booths

  1. Ballot boxes

Register of Deeds

  1. Additional money for rebinding books

  1. More shelving for books

  1. Storage of books at the Department of Archives

  1. Map Case

  1. Part-time position become full-time

Discussion was held regarding building a jail and what to do with the old courthouse.

Transportation

  1. Small increase in repairs

  1. May have to look at an additional part-time worker

Barbara discussed regionalism with the board.

Department of Inspections/Veterans

  1. New computer

  1. Inspections program

  1. Typewriter

  1. Shirts on Dept of Inspections

  1. Computer Chair with Lumbar Support

  1. Two filing cabinets (one legal and one letter)

  1. Increase in fees for modular houses

  1. New Vehicle

  1. Salary Raises

  1. If some of the large developments come into play they will need another inspector and vehicle

Brief discussion was held on Animal Control.

Sanitation

  1. Trouble with compactor

  1. New Mobile Units

Discussion was held on the Animal Rescue Contract.

Discussion was held on the Yancey-Mitchell Landfill Contract.

Sheriff’s Department

  1. Vehicles

  1. Salary Increases

Clerk of Court

  1. Security system for courthouse.

  1. Blinds

  1. Storage for records

Emergency Management

Some discussion was held on issues regarding Homeland Security.

Communications

  1. Still need a 2 nd dispatcher from 12 midnight to noon.

  1. Uniforms?

Department of Social Services

  1. Replace 8 computers and file server

  1. Expand filing system

  1. Add part-time case manager

Senior Citizens Center

Parks & Recreation

  1. Facilities – Buchanan Baseball Field

Alternate sites and methods for the collection of solid waste was discussed.
